Create a user role named "Onsite Staff" with these administrative rights:

In the Event tab:
  • Event Planning & Administration - Read-Only
  • Agenda Items & Pricing - Read-Only
  • Website - Read-Only
  • Invitation Lists - Read-Only
  • Invitees - Full Access
    • Click on the ellipses next to Type and check Submitting Payments & Refunds and Updating Offline Payments, then click OK

Then add an account user, assign this role, and make the username, first name, and last name: "Onsite User." In the Email Address field, enter yours. In the Defaults section, match the time zone to the venue's, and click Next. Check the contact groups that this user will have access to. In the Events section, set "This user can view all events in this account" to No, then click Next. Check which email addresses this user will have access to when sending out email communication, then click Finish. Open the email you just received and set a password. Finally, give this username access to the applicable event. Multiple staff members can be logged in under the same username in the OnArrival app, so there's no need to create more than one onsite staff login.
